She didn't make a joke about white people, it was a joke about blondes. A 'blonde moment' is a common joke one uses when one does something ditzy or absent minded, it's universally not deemed that offensive. And the stereotype isn't associated with all blonde people, more those whose lifestyle are akin to a Barbie doll or Hollywood starlet.
