For someone to be fascinating there needs to be layers of complexity. With Joel there's just a binary opposition, he's either petulant and prissy or squawking like a harpy on speed.

Oh for sure there's a weird cultish thing surrounding him on here. I have absolutely no idea what that's about. Aside from the unpleasant sides to his character he's, in my opinion, by far the least interesting character in there(if not quite the least likeable - Hello Chloe!). A little boy playing at being a big man politician. It's just another form of drag and, as such, is a paper-thin form of artifice.

I think most support him as he has been one of the best housemates this year. Definitely a classic character - he is very CH4 BB.

Well of course you'd say that, you're the unofficial cult leader. I don't see a correlation between him and the sort of housemates you'd get on CH4 BB housemates, even the blandest of those had more complexity than Joel. If you'd said the same about Nick or even Christian then I might give you some credence as that would make more sense.
