Not quite - but if he let go he could be. Hes a naturally camp and funny guy but hes been restraining himself because of his job/political ambitions etc.
Hes probably relaxing now the end is near but wont do anything that might upset his party or his voters.
Hes head of planning on his council , works as a secretary to an MP , runs a business and chairs numerous other organisations. So he has every reason to play it careful and i dont blame him.
