BT Unable to access distribution point in newly renovated Flats

Just moved in to my first flat a month ago and have been enquiring about getting a phone line set up for calls and Broadband from Sky. The BT openreach guys have come out twice and looked over the property but are unable to find a distribution point for the line.

they've narrowed it down to being in a locked Electric cupboard outside the property which is currently locked and no one has claimed ownership to the cupboard (it doesn't belong to the electric board) I've been told that Securitas owns the cupboard by the estate agents why would this be?

so currently every tenant is phoneline less and unable to get either phone or internet due to a locked cupboard. is there anybody other than my estate agent that i could contact to fight my corner because it's seems like just us fighting a landlord in dubai who probably couldn't care less.

Have you considered a crowbar on the cupboard

Or, assuming it's a padlock?, then a pair of bolt cutters.

Then, assuming you can see phone access (or something you think 'might' be), get OpenReach out again.
