It's just that she's a particular type of cliched archetype on BB where superficially she ticks all the boxes that many people feel familiar and comfortable with.
People feel immediately comfortable with somebody who is presented as being 'normal'. They don't have to think about it, it's an immediate plus.
Whether that says much about her as a fully rounded three-dimensional person is another matter. It doesn't matter, it's what's on the surface that counts.
Joel on the other hand does not tick all the boxes required. He doesn't qualify. He's not seen as 'normal', in fact some could say that there's something a bit villainous about him, or 'odd'. Whether this says much about Joel as a fully rounded three-dimensional person is another matter too. 'Odd' is not good, too different, not something people want to relate to. 'Normal' is good. People aspire to be 'normal', it's comfortable and safe. Everyone wants to be normal.
Many flirt with the idea of being thought of as 'different' by others. They see it in adverts and on telly, and heroes in films are seen as 'different' and as outsiders, it looks cool. But in reality they don't really. They always return to 'normal'. It's easier. So Chloe gets their vote. People think that if she can win BB then they can too.
Everything I've mentioned in this post is base criteria which people won't even have to consciously think that much about. They'll just instinctively vote based on this before housemates even do anything . And it will probably count for a hell of a lot of votes too.
