Because he's extremely biased where Max is concerned and obviously extremely bitter. I guess its only "creative license" that keeps Bryant involved because realistically the interviewees would be far more "neutral" which Keeble technically is. Though clearly believing Max is guilty and probably genuinely so. Perhaps Bryant even does as well though maybe it wouldn't make a difference either way where he's concerned.

why wouldn't they I suppose. In Soapland we do not know all the evidence they may or may not have... but from what we have seen so far, if they charged Max, Jake, Ben, Jay or anyone else, they would get off when it came to actual court.

Soaps just can't pull off police investigations, reminds me of Police Squad with Leslie Nielson
