Cloud TV "IPTV" from an Android box without using an Android box?

I bought a friend an Android box for his birthday, I then tried to order one for myself only to be disappointed that it simply didn't work when I took it out the box.
But I saw his in operation, it had a very impressive IPTV system that had a lot of interesting channels from all around the world, this would go very well with my multi satellite setup, it had things like Syrian Drama, London Live, Al Baghadia, ABC News and the list just went on, apart from a few problems with buffering the fact that you could flick through these channels with a remote control was very impressive. You could select by genre and country and I think it was something called "Cloud TV". The only problems were some channels constantly buffering, it also had a premium section in which you could watch such channels as Fox Family Movies, Fox Action Movies, HBO HD, Fox Sports, Sundance Channel, National Geographic & Disney Channel from the US, it said access to this was a "trial" does anyone know how much they would charge for this?

So whilst I wait to get another box at some point I've been looking to see if I can get the same thing on an Android phone and the Bluestacks Android emulator and the best I could find was something called "IPTV" which had a lot of channels, wasn't too organised and many channels just displayed "can't play this link", it still had a lot including amazingly a stream of North Korea's KCTV.

So is there anyway I can get this Cloud TV interface without the Android box itself on my Android phone/tablet or PC emulator?

I love the idea of IPTV, just a shame this box seems to switch on and show absolutely nothing through the HDMI cable (which yes I tried a different one of course), so they might be great fun but are obviously cheap and temperamental devices, so if there is a way to back them up by doing the same thing on general Android technology such as phones/tablets and PC as well that would be the most favourable. I have ordered a replacement and will try for a refund I hope the second one also not working isn't likely.

Some channels I tuned in the "free" section were "Syria Drama" "ABC News" "Eurosport France" "London Live" & "CCTV 13"

Also I could ask how does this compare to Kodi?
