Why CBBs 8 and 11? At first, I thought it was because they were the lowest rated winter CBBs, but they aren't. Did you mean 9 and 11? But then 9 was lower than 11, so only one of them -- 9 -- would share the lowest-ever feat. So I remain a bit

I suppose that showed that lower summer ratings didn't mean lower winter ones too, but the 1m comes from putting the winter and summer CBBs together. CBB15 wasn't anything like 1m up on the previous
winter CBB. Instead, it had essentially the same number of viewers.
Re the next CBB, CBB 17, I wonder if one reason BB picked such obnoxious Americans for the CBB that just ended was because the CBB with Perez in it had done so well. If so, the low ratings should put an end to that tactic. Should, but probably won't.
Janice Dickinson's failure to be a hit should discredit the idea that fan favourites should be picked. CBB did much better with Katie Hopkins even though it seemed that almost every BB fan wanted her kept well away from the show.
The low ratings for Gary Busey's CBB shows that having a big American star (big at least by CBB standards) doesn't do the trick.
Anyway, my current view is that CBBs 13 and 15 did so well because Jim Davidson and Katie Hopkins brought in viewers who wouldn't normally have watched. It's hard to think of anyone else who'd have the same effect.
So unless they get lucky with a housemate choice, I think the ratings will probably be like those for CBBs 9 and 11: 2.6 - 2.8 million.

But I'd like to see C5 and Endemol take a much more relaxed approach to it all and stop trying to pack the house with obnoxious housemates, stop forcing "drama" with tasks and twists and face-to-face nominations, and instead just try to pick a good mix of housemates and give them challenging tasks. (After all, that's basically what "I'm a Celebrity" does, and it's remained successful in a way that CBB hasn't.)
Even low ratings compared to other CBBs are good ratings for C5, so I don't think they need to be so frantic about forcing "drama". A more relaxed approach might even gain viewers for the show.
