I'm not sure what you mean. There's an iTunes Store app. If you want to get other music on to the iPad you will have to use iTunes on a PC, or a similar program such as CopyTrans

https://www.apple.com/itunes/
http://www.copytrans.net/copytransmanager.php

Please note you can get a 3 month trial of Apple Music at the moment which gives you access to pretty much any music for free.

There's already an app called Music on your iPad. If you connect your iPad to your laptop, and assuming that you already have your music on your laptop, iTunes will let you sync your music to your iPad. You can decide whether you want all of your music, or just selected albums/artists, to transfer across.

To learn how to use your new iPad download the user manual from Apple:

I have never used it but a quick look at the website suggests it's a Windows program not an IPad App. You need to download it to your PC and use it instead of or as well as iTunes to manage your iPads music etc. suggest you thoroughly read through the website and do an online search for reviews before you use it.

As above, it goes on a PC.

Back to basics: where is your music stored that you want to get onto iPad?

Which phone?

Do you have a PC you can copy the music to?

As previously said, you might as well use the free Apple Music in the meantime!
