Yes, that's when a floater starts competing. That's when a floater should have at least one settled F2 (2 would be better) , to win when they can't.

A floater should not fear the block, they should always appear to have no one hence a smaller target than anyone they might be sitting next to on the block. Being a pawn is their job.

I wouldn't mind being wrong, since she is the dominant twin, watching Julia's HoH-itis would be fun. However, I think Liz got the competitive gene.
