When people offer you tea/coffee, the usual reply is either yes or no. When you tell them that you don't like either, you're not actually answering the specific question they asked. Their reaction is probably an off-guard exagerated attempt to show polite interest in something they don't really care about. If you just say no thanks, and either accept or decline any alternative offer of water or juice, the conversation/meeting/whatever will just progress without any ado.
