I must admit I'm guilty of this. If my offer of tea or coffee is declined, I don't usually go on to offer water or fruit juice. Though of course I will provide these if asked.
I must remember to offer them next time.

To me, if you're having a drink, it's tea, with a very occasional coffee. I have fruit juice with breakfast. I would very, very rarely drink water - only if I've been gardening on a hot day and I'm very thirsty, I might have a glass of water while I'm waiting for the kettle to boil so I can make my tea.
