Unable to make phone calls abroad EE - France

Hi all,
I've been on holiday for the past 2 weeks and have an EE extra plan. When arriving in the country I had a text from EE reminding me that I have free EU calls in my plan. I was hoping to use these while away but whenever I made a call I got a message saying calls were not allowed to be made. I tried logging into different French networks and the same thing kept on happening.
Ended up having to purchase a data pack so I could contact people.
On arriving back home I phoned EE who said roaming is enabled on their system and seem clueless as to why I was unable to make calls. Phone is iPhone 6.
Has anybody else experienced similar issues this summer?

I recommend picking up a French sim card on the 'Free' network. You can buy one with your bank card at numerous automatic vending machines dotted all over France for €30,00 you get 20GB of data including 4G where available and unlimited landline calls to UK.

I had similar had all set up before I went was ready to go. Arrived in Ireland No Signal, wouldn't let me connect to any network, turns out they never activated roaming even though they added data packs on and assured me everything would work fine, so work that one out.

In the end I bought a 3.ie sim card, usually crappy service from EE.
