How does BB decide how many votes to be nominated?

The "2 and you're up" rule is the most annoying thing about BB on C5 for me, especially as it's so loosely applied. It should be the 2 or more with the most votes, so in this case, Farrah, Daniel and Janice should be nominated.

It depends on what BB thinks about the HMs. If the right two were up, then that would be enough, but then if the next highest votes don't produce teh right nominees, BB goes for the next highest and so on until they get the required nominees up for eviction. It's no good anyone 'playing the game' as BB has decided on the winner beforehand.
