They are selling them, but it's really dead (or written off) if they hand them out to people that don't pay or obtain them through fraud. This is a drifting point you're making, I was originally commenting on the reasons why they don't explain the details of why a check failed which there are very good reasons for.

I applied for a SIM only deal with EE last year and was turned down. The SIM arrived a few days later in the post. I phoned them to query what was happening and was told it was a computer error and they went ahead and processed it after the phone call ended.

It's likely a computer error so I would definitely speak to them again and explain the situation to them and see what they say, and also get them to check and double check everything, even the spelling.
