Wi-Fi tethering?

I'm staying at a hotel in Turkey next week for a few days that charges a one-off, per-device fee for Wi-Fi access.

I plan to pay the fee for my iPhone 6 Plus (on O2) but I'd like to take my MacBook Air with me, would it be possible to create a personal hotspot on my phone so my Mac can connect to the internet via that?

I know tethering can be done with mobile data, but can I do something similar with a Wi-Fi connection?

Pretty sure you can't do that. You can only tethering with a mobile signal > wifi. I maybe wrong though.

In that case, is there an alternative? I've read about 'mi-fi' type devices but need to look into it more.
