As someone who works in branding at the BBC I'm not lucky or important enough to come into contact with Doctor Who related stuff, but I do know that articles like this are now published as part of updated news neutrality agreements - in other words they
will publish articles like these, almost as if they're not talking about themselves as a broadcaster at all. I've seen it a fair few times surrounding other shows, particularly Eastenders - there is compelling evidence someone is departing, no official confirmation of the news from the Beeb, but the speculation becomes news worthy in and of itself and so it's reported on.
That being said I do agree that the signs do all point to her exit, and as much as I'd love her to stay on for longer, her exit was pretty much a dead cert as soon as Series 9 became an 'extra year' for her.
