I think you are perfectly correct with your evaluation. However I don't really blame the producers for rigging events for the simple reason the so called voting fans are all to keen to vote out the entertainers first leaving the show a wet blanket.
So I believe they are right to keep the entertainment value for as long as possible. Some people like to vote for what remains. I personally have not voted for years mainly because of the public sabotage of the format in removing the best housemates on the basis of hating them without any thought to the entertainment they give.
Some people if it were technically possible would vote out the villains in a crime film before the goodies got to catch them
