I think he didn't want to pick Bobby because he's a bit annoyed by him, and he made the Chlovi excuse because he didn't want to upset Austin by picking Janice, but basically, he prefers Janice to the others, he knows what he's getting with her.

But whatever it was his decision and they have to lump it.

I think it's good because we will see that Austin was actually the biggest bitch in the house as some have suspected from the beginning but his bromance angle has clouded some judgements on him.
