My understanding with that is that Facebook Live ads will have revenue sharing (same as YouTube, Twitch etc) but don't yet as they're still thrashing out the tech- ones sharing is up and running they'll probably change their tune.
And it wouldn't count as a RAJAR tick, but that doesn't matter so much if there's revenue- RAJARs are only there as a stepping stone to revenue, after all.
