When the bird ones and Savage met, I am sure they said they had fought with him many times since but failed to kill Savage, Kendra is the only one who can kill him.

I think they made Legends so they could use up all the rejected plots from other DC shows.

The major flaw in the plan is expecting Kendra to do more than grimace or smile, she shares Gerald Ford's problem of walking and talking at the same time. I think he was said to have trouble chewing gum and walking.
