Signal strength needed for speech

I've just got a new phone and connected it to the Vodaphone network.

I'm having problems with (apparently) signal strength.

I say apparently because although the signal strength reads 4/5, and I can hear people perfectly well, people I'm speaking to keep complaining that I'm breaking up (intermittently close to a window, getting worse as I move away yet reception is always perfect).

Is it a standard problem that a phone can consistently receive perfectly with a given signal indication but break up on transmission?

I need to try and work out whether there is a problem with the phone or it is simply bad coverage. (O2 on another phone has no problems transmitting or receiving.)

In a dodgy area receiving will always be better than transmitting purely because while a mast might be pumping out 40 or so watts, your phone can only manage 1 watt max.
However since the bars are quite high you would think it would be fine.
Problem is bars don't really mean anything. It's possible to have strong but poor quality signal which might be being caused by the building you are in and distance to the mast.
Could be the signal reflecting off something or of course it could be a faulty mast/cell.
I would firstly go outside and try and then go to a completely different area to test another mast.
