Year, I'm looking into this as well. I have noticed that the iPlayer on the AFTV was streaming at 5000kbps today, although this is not UHD, it is certainly higher than the 3200kbps of their usual 720p, so this 1080p is perhaps related somehow.
Hmmm, the BBC shifting from 720p to 1080p and trailing UHD... ITV Player have yet to move up from 480p. I guess that is the difference between commercial operators and the license fee.

I have a testing environment set up for this. I'll be publishing full results shortly, but I am waiting for more information to come back from my contact at the BBC first.

No, this is new. Prior to this, the iPlayer's 720p HD streams were coming in at what started at 3200kbps, but ended up with the iPlayer churning out 2800kbps.
Aren't those 720p @ 25fps though? Certainly if I look at yesterday's Doctor Who it's available in 5000kbps for 720p@50 (actually nearer 4500) and there's a 3500 stream in 720p@25
I'm going to have a look later on my 4K tv and see if that gets anything better - I doubt it though
