iPhone: WiFi disconnects when phone is locked

A mate of mine has 1000s of photos/videos on his iPhone which are taking up a lot of space. In order to keep them all i've suggested backing them up to the cloud with Google Photos.

However every time the screen turns off the backup stops as the phone disconnects from WiFi, so it's going to take forever to complete.

How do you set it to keep the WiFi connected when the phone is locked?

I use Android which has a "Keep Wifi on during sleep" which is enabled by default, but I can't find any option like that on iOS.

Why not just enable iCloud Photo Library and just let the iPhone deal with the photos?

I'm not sure if the 5GB free storage will be enough but i'll suggest that.

Will the WiFi stay on when backing up the library to iCloud Photos?

It's only 79p a month for 50GB.
Im pretty sure it's uploads photos over WiFi while the phones charging.

Wifi stays on whilst plugged in... unless it's changed in iOS9. Does the google photo app even support background uploading?

On Android it automatically uploads any new photos/videos as soon as the phone connects to WiFi (even if the screen is off) so I thought it would be the same on iOS. Apparently it supports "Background Refresh" on iOS but that doesn't mean anything to me.

I would forget all of this uploading to the cloud business from the phone, and use something like Syncios on his PC to download the entire photo library to the computer, and delete the old ones he doesn't want to keep from the phone.
Never mind about whether the wifi stays on or not, if you're on a rubbish adsl connection it will take even longer.
