No they're not usually, if it's a PR person or a actual "official" source wanting to remain nameless they would specify it as a "spokesman/woman" for X Y or Z. Source is normally journalistic speak for we've heard a rumour or picked it up off the internet or a news agency and no-one's actually spoken to anyone in person.
