I daresay you can work out the reason for that...........

I think stray cats should be neutered to keep the numbers down, since cats are better off given at least a nominal home [like a farm cat] and both sexes tend to live longer, healthier lives neutered. THe less of them there are, the more likely they are to find good homes and be fed and cared for. You are never going to neuter ALL of them so plenty of kittens still.......
