Because Hollyoaks wanted to create suspects for the story. Also, just because someone appears as normal, does not mean they are. If you watch crime documentaries, then people who appear as 'normal', can end up being killers.

Exactly what's making this an even more brilliant storyline is that Kim is not that good either and in her own way pretty twisted too.

Kim is actually in control of her bonkersness whereas Lindsey is a slave to hers.
