Is the Crimson Horror a modern day Talons of Weng Chiang?

The whole look and feel of the production was similar to the Tom Baker story even down to the costumes.

Do you think MOFFAT succeeded in recreating the atmosphere of one of DW's classic stories?

Absolutely not.

Absolutely definitely not!
About the only thing they have in common is the era they're set in.

Overrated as I think TOWC is, The Crimson Horror comes nowhere close to being as good, in anyway.

Nah. Neither is Deep Breath. Or The Unquiet Dead. Or any other pseudo historical with period costumes!

Crimson Horror is my favourite Gattis story to date. I think it's terrific fun.

Aside from a few superficial similarities it does purposefully tip it's hat to the kind of schlocky, mildly gothic British horror films that clearly informed a lot of the Holmes and Hinchcliffe era so there is that connecting them.
In terms of story quality and acting and characterisation they are quite far apart but within the sub-genres of Doctor Who episodes themselves there are quite a few shared elements.
Of course one is a stone cold classic and the other is a nice bit of knockabout fun.

There are better Baker stories, I think, but that's a bit harsh!

Oh, I see.

Get where Salad's coming from, thinking on. There is an element of the 'Penny Dreadfuls' in both stories. Right up Mr Gattis' fog filled street!
