I have brought and iPhone 6S from Carphone Werehouse (three didn't have the 128gb available) requested three to unlock it. Three are saying it's now unlocked and the process I have to do is restore in iTunes then put the other network sim in...but then three said it will lock to other sims network as its on a flex policy or something? Is this right? I'm confused because I thought that it will be fully unlocked?? Any help will be helpful

I've never heard of a CPW supplied iPhone relocking after being unlocked by the relevant network, I would suspect you have had the personal opinion of the person you spoke to rather than the facts (to put it politely).

The iPhone isn't unlocked stil even though three have said it has been processed accepted but Three keeps on saying that it's relocking to three because on there Apple system it said still locked to Three

They haven't unlocked it then. An email to the Exec Office might be the quickest way to get it resolved, once something goes beyond normal Three CS goes into stupid mode and just plays pass the problem until you get tired and go away.
