IMO an exaggeration - nothing but nothing beats Tom Chambers Showdance.
For me Peter wins here for the following reasons:
Execution: I can fault neither celebrity on this. Both gave it their all and came up trumps. Jay wins for me here because, whilst they both totally sold their routines, Jay was technically more accomplished.

Originality of Routine: By no means the fault of J&A (as it fell on Movie Week), but theirs, whilst excellently danced, was more of an "impression" of an iconic movie scene . P&J's was amazingly original and contained a much more complex mix of steps and lifts.

Acting: Jay has often been criticised for his lack of acting skills but was not during this dance because his naturally laid back, dour approach suited this performance to a tee. More of a stretch was Peter's effort who had to really ramp it up - and did so in spades.

Answering the call: Jay had had little criticism up to the point of his jive so it came as little but a pleasant surprise - particularly the first "10" (though I would have been knocked sideways if anybody else took that honour ahead of him). However, Week 6 was probably Peter's worst during his time on Strictly and, as a result, he was challenged by almost all of the judges to come up with the goods and do something extraordinary. I think we can safely say he did so the very next week. Now that's a turnaround and a half.
