Downloading Google Maps?

I normally use Here Maps on my Windows phone for finding my way around but there is a new estate being built round here where the streets in the latest phase are yet to show up but *are* available on Google Maps so I thought I would download the area to my Android tablet for offline reference while out and about.

Now here is the odd thing: If I download just the estate I get all the street names but if I download the larger area, as large the app lets me, then I see all the streets but not all of their names, which is a bit annoying. Is this a bug or how it is supposed to work?

Repeated the exercise with a small village in the next county and the same thing happens.

Can you see them when you zoom in to the map?

Nope. Zoom right in and no street names.

I downloaded the max here and streetnames are all shown, it limiting the quantity of names depending on the zoom level showing, obviously none showing when downloading.

The download was so quick I can only assume most of the data was olready on my LG G2 phone.

Did you turn off internet access after downloading to make it a proper test?

Yes, Wifi off too.

I added a cycle layer but rather stangely, part paths are stored off-line. Maybe those arethe paths in a smaller area I have also stored.

There's a thought. OK I looked,street names appear at the centre but maybe that is from the smaller area saved!
At the edges I see no street names so either it stores names near the centre or you need smaller areas!

Yes, that is more or less what I was getting.

BTW before anyone chips in with "should be using paper maps" I checked the latest versions of these in Smiths yesterday and it knows nothing about any part of the new estate, let alone the latest bits.
