Thats becasue mannequins have no legs.
Actually I have a better solution than the bubble wrap. If you want to make a body form for making or adapting your own dresses try this.
Get an old tee shirt, not one you like because its going to be ruined. It needs to be at least as long as mid way down your thigh (past the fattest part). Put it on with nothing underneath.
Then get a friend, and it has to be a very good friend, to wrap you round and round with gaffer tape, like they are mummifying you. Bear with me ladies its not how it sounds. The friend needs to wrap around your upper arms individually and right round your body to mid way down your thighs. It takes 2 or 3 rolls of tape.
Once this is done you won't be able to move si you need the friend to cut you out of it, carefully with scissors using one straight line cut up the back. Then you take it off. Tape up the back and stuff the shape with nespaper (anythign actually) insert a coat hanger before you do so. This allows you to hang it up later when you are working on your dressmaking.
Voila one perfrect you shaped body form.
