I doubt that Sam Pepper's video was real either.

In fact most of these 'prank' videos you see on youtube probably aren't real.
You're basically watching actors playing a part in a short online 'reality' drama production, which seems to be a 21st century trend, where the people taking part pretend to be pranked.

If the people involved are all have their own youtube channels, the videos have millions of subscribers, and the youtube channel is a subsidiary of some larger media corporation, then the chances are that these pranks aren't real at all. It's the viewers who are being pranked.

He isn't going to want to calm everyone down. He wants people to be outraged so he gets the attention and more youtube views.
It doesn't serve his ends for people to calm down.
