In "The Doctor's Wife," we see the Doctor build a simple TARDIS. He does in in such a way that it suggests building a TARDIS is e equivalent of a Boy Scouts badge for a Time Lord. ie. its something they all know how to do.
But on top of that, he can't get a functioning TARDIS without the assistance of the TARDIS matrix, which suggests there's a separate, vital component that cannot be manufactured. The fact that the Doctor overlooked this would suggest its something so commonplace that a Time Lord wouldn't even consider it under normal circumstances.
So I'd say that a TARDIS, as a construct, is completely manufactured. The box itself is an artificial shell, built mechanically. But the heart of a TARDIS - the thing that actually makes it "go" - is a life form. Perhaps some sort of ethereal consciousness that also inhabits Gallifrey and the Time Lords developed a symbiotic relationship with. The Time Lords nurture its offspring and build it a body to live in. In return, it give the TARDIS the power it needs to successfully navigate the vortex.
So a TARDIS can be both built AND grown. The physical box is built and the "soul" is grown.
