WRC15 - 700MHz band approved for mobile plus more...

Tried looking through the threads here to see if I might have missed something on this but I can't find anything (apologies if already mentioned) but the recent WRC in Geneva which just finished had the main item of rededicating the UHF broadcast bands for mobile use along with other parts of the spectrum. The main points being...

1. An agreement has been reached where in Region 1 (Europe, Africa, Middle East, Mongolia and former Soviet Union countries) the UHF Broadcasting band between 470 - 694 MHz will be kept primarily for TV for "the foreseeable future" that will be reviewed in 2023.

2. An agreement in Region 1 to standardise a 700MHz IMT band between 694 to 790 MHz, using a subset of the APT band (LTE Band 28) in FDD mode with uplink using 703 - 733 MHz and downlink 758 - 788 MHz. My note: There might be scope within the "guard band" between 733 - 758 MHz for allocating TDD spectrum in Band 44, or for carrier aggregation?

3. A new L-Band allocation has been identified for worldwide IMT use on the allocations 1427 - 1452 MHz and 1492 - 1518 MHz. Note: the 1452 - 1492 MHz band in Region 1 hasn't been wholly agreed upon due to current non-mobile use in some CEPT countries, but IMT use in this band has been identified for primary use and has been adopted in ITU Regions 2 (Americas) and 3 (Most of Asia, Australasia & Pacific). In the UK, this band is to be used by Vodafone & 3 for carrier aggregation.

4. The C-Band 3400 - 3600MHz (aka the 3.5GHz band, LTE FDD Band 22 & TDD Band 42) has been identified for IMT use with protection limits for Fixed Satellite Service (FSS) broadcasts. A proposal to allocate 3600 - 3700 MHz to IMT from FSS in Region 1 was not adopted. Also similar proposals to adopt the remaining C-Band FSS frequencies between 3700 - 3800 MHz & 3800 - 4200 MHz for IMT use was also not adopted and hence are unchanged. Other proposed band allocations for IMT services (apart from a 410 - 450MHz band were all between 1164 and 6425 MHz) were not adopted and are unchanged.

Next World Radio Conference is to take place in 2019.

On the 700 band, that only leaves enough space for 2 operators to have 10MHz in each direction, and 2 with 5 MHz, unless 3 and O2 merge. Interesting.
