In that case, I suspect you'll find that other 4:3 SD programmes are similarly stretched meaning that you have the wrong default aspect ratio set in your TV's settings. As mentioned before, the aspect ratio for HD is set by the broadcaster, but in SD your TV settings will affect the size and shape of the image.
Much less likely, as it's the BBC and they got it right in the HD broadcast, they set the 16:9 flag incorrectly in the SD broadcast.
