Remember betting odds are driven by two things - who they think likely to win and where other punters' money has been going. 25:1 in a four horse race means both that they think she won't win and so does most of the money.
That said, I've heard it said the Final gets a very different audience and voting audience, that a lot of people voting either haven't watched earlier shows or haven't voted on them if they have. And Anton's "story" is an easy one to sell to a new audience..
What are the odds on Katie/Anton getting a 10 tonight?
Don't think there'll be many gullible people daft enough believe what the tabloids are spewing out at the moment and be swayed not to vote for Katie and Anton based on that biased muck. The majority will judge on the dancing on the night, and they might just do great dances.
