Though also, people who have watched most or all of the series do base their votes on the finalists' performances in the series as a whole, as well as in the final. Perhaps if Kellie had danced during the series to the standard she did in the final, she might have won, but it was always going to be an uphill struggle because the standard of her dances was a bit variable. Also, she was in the dance-off twice, and it's rare for someone who's been in the dance-off to win over someone who hasn't.
