Well, somehow the Mirror is reporting a fix:

Not only did that total her score to a perfect 80 but it marked the first ten Craig had given out a ten all series.
So when Jay was crowned the Strictly Come Dancing 2015 winner, some viewers were baffled and a little suspicious of the result.
Unsurprisingly, fans didn't hesitate when it came to venting on Twitter.
Sue Robinson fumed: "#Fix not happy. Kellie should have won #strictly. Not paying my fees next year.".
Brian Robertson then posted: "Total fix, can't believe Jay won. #Raging #Strictly."”
Apart from not recognising that the judges' scores were for guidance only and did not count towards the final result, the report (and various Twitterati fans who either did not understand the voting or were simply stupid) seem to ignore the fact that the result was the opposite of the placement on the judges' scoreboard and relied upon the viewers alone.
