tbh in the new format i think he already knows at the beginning, all he needs to do is read their business proposals and choose the one he likes best

The new format of getting investment isnt as good as the old format imo

Joe has made so many bad decisions, and avoided the key strategic ones that he's obviously not fit to expand anywhere.

He's not got any usp apart from being Joe the reliable plumber - and few plumbers advertise themselves as unreliable plumbers.

Yeah it's just for TV really. Going through the motions mostly. As you say he decides based on business plan and to make sure he doesn't let a great business concept slip through the net he has to have seen them before he starts to let people go.
