I'd still have thought that everyone who had access to the accounts would have different passwords, known only to themselves. Or a swipe card system

There's an argument (and there may even have been a court case) that once the police realise there's no actual reason to hold someone, they have to release them. To hold them past that point would be unlawful imprisonment. I'm fairly sure they can't just hold someone "in case something comes up".
