In real life, his family would be absolutely terrfied of being harmed by him or that he was still going to kill himself. How can Sarah for example possibly justify her daughter Bethany living under the same roof as a dangerous psychotic?

You dont actually get sectioned these days for being suicidal, so the only chance they had was when he was going to kill Clayton.
If they try to get him help now, he will just be put on a six-nine month waiting list for CBT!

They are still sectioning people for being suicidal or a danger to themselves in the area where I live.

Oh its not the policy that changed, but the funding. The staff at all levels in mental health seem to be doing their absolute best, but it is just impossible for them to treat any but the most extreme cases quickly, even with the best will in the world.

Funding is a disgrace for mental health issues.
Crisis teams do their best but as you say, they are underfunded, understaffed and overworked. They cannot cope with the volume of people they are expected to look after.
They end up pushing those who need almost constant watching onto family members, hoping they can take some or even all of the load off them.
Very sad.

And probably not cost effective in the end, because the stress often results in poor health for the rest of the family.

I find it quite unrealistic how the Platts seem to have accepted that David is ok now. Families I know in the same situation are usually frantic and scared to let their relative out of their sight.

It is a type of counselling that teaches coping mechanisms, and it can be very useful if used alongside medication and followed up by therapy that gets to the root of the problem.
It usually has a fixed duration of six weeks, and is often described as a "sticking plaster".
The problem is that because it is the cheapest form of treatment (even though the therapists are highly skilled) it is often all that is offered, and so it has an undeserved (in my opinion) bad reputation.
