She wasn't forced into anything. If we were to examine the facts:
*Owen went into business with a man who is bankrupt and had a temper. He was convinced the flat-conversion contract partnership would solve all their money problems. Katy and Gareh were for the idea, but Izzy was dead-set against it. Anna eventually came around, so he went to the bank and eventually secured a £80k loan.
*Phelan's money didn't initially appear in the shared bank account, so Anna goes off on one to him. It eventually does, so she decides to apologise to him. She sends Phelan a cryptic text message to come around to hers, and trembles. Yes, that's right -- the same Anna Windass who enjoys nagging at men, is a match for anyone and is portrayed as some tough, strong independent woman.
*At some stage (possibly before or during the last point), Izzy told Anna not to confront Phelan alone. She suggested her to tell Owen, and/or have someone in the house.
*When Gary learns of this, he attacks Phelan. Nice going. So while they don't lose the contract, they are made to work as Phelan's slaves.
*Anna sees how hard her boys are working so appeals to Pat. He prepositions her: sleep with him and he would release them from their contract. She didn't mention a word of this to her partner until after, what did that say about their relationship? A good thing she didn't mention it to Gary as he would've lost his head. Anna had time to make a brilliant plan to outsmart him, but didn't. Why did she feel she had to be the one to put an end to it???
Based on the evidence, the whole clan are to blame. Owen for going into business with a crook, Anna for acting like she had no one to turn to, Gary for not using his brain. Izzy was the only one displaying any sort of sense.
