It seems straightforward to me with this. The 3rd umpire watches the bowling closely and repeatedly and if he spots any bowler or even a fielder getting onto the red zone then give them a warning etc. Its tactical and its cynical to cause further wear to the pitch.
Dealing with crafty batsman running on the pitch appears to me less easy to punish.
