Ain't that the problem for all competitions, including the Davis Cup which is arguably the biggest culprit of all, if you have groups you do get dead games.
If there's nothing on it at all I'd scrap and give ticket-holders their money back. Of course, if it was England in a dead game many fans would have booked flights/hotels already in the hope it matters, and they wouldn't see a game at all.
Dammed if you do/don't. And if games were knock-out right from the start then some teams would only get one game, unless there was some kind of complicated losers-ply-losers and the winner goes through system.
What can be done? If there was seeding (was there??) I suppose you could guarantee the winners of dead games a higher seeding than the losers next time, but I think that's all you can do in reality.
