I believe Rob Walker (like others) is a freelancer for several sports - he's been an athletics commentator for Channel 4 in Daegu 2011 and the IAAF (or a sub-contractor) in various World Athletics Series events.

Yes he's a general sports commentator and he's good at that. Has done athletics. Perhaps he was roped into this job because Phil's on his pre-Olympics leave.
