I can only assume he is suggesting using another site to watch and/or download pirated content, which would be in breach of the forum's t&c.
As to getting Google Play Store working, tbh it sounds like you need to do a hardware factory restore (the most sure way of wiping everything from it and starting from scratch). The required steps are provided at:

Remove any SD card from it before doing this (also reformat the card on another device before reusing it in case there are dodgy files left on it).
In addition to step 3 where it says select 'wipe data/factory reset', *before* doing that, choose 'wipe cache partition' first and do that in the same way. I think 'wipe data/factory reset' does a 'wipe cache partition' anyway, but it'll only take a few seconds extra, and we want to be sure everything is removed.
Additional notes before doing the above: ensure it is fully charged first, and only carry out the above procedure on either battery power, or by using a dedicated USB charger like was supplied with it (don't connect it to any sort of computer).
If having performed all the above, you still have problems, then your Google account details need to be double-checked to see why you can't log in.
It's highly unlikely any rogue website could do something which would go deeper into your Hudl2 than what the hardware factory restore does a reset of, unless you allowed some rogue app to be installed and root it. Given that the Hudl2 is quite difficult and risky to root the last time I checked, I doubt any website could install something which would be able to do that.
