Sprint did so with WiMax but did not arrange an amicable solution for LTE, so the spectrum holders went to court to get an injunction |

I believe the solution was full speed LTE until 30GB for the educational use and then at restricted speeds or something like that.
US spectrum IMO is a mess, spectrum squatters and the like. CA is working giving them 2 carriers of 20MHz TDD and they're planning to rollout a third when devices support it. |
