If people genuinely believe in god and the after life, heaven/hell then no its not a choice in the way you make out. People who genuinely believe, believe they will have to answer to god as soon as they die pretty much and if they don't follow religious rules while they can on this earth that they could be going to hell and they sure don't want that.
