I agree, that is exactly what they are doing.

I don't understand the excuses that get made really. Again and again they will do this, and again and again fans let them off for it.

'A housemate' and 'one housemate' are the same. 'A housemate' never means 'two housemates', nor 'three housemates', nor 'four housemates'.

An apple = one apple.
You can have an apple

As it says "unless otherwise directed you will be voting to save one housemate" (meaning only one) , it will be interesting to see if what happened tonight becomes standard procedure for this series.
